Little Manistee River designation

Decades ago, a law was passed with the intent to protect "Wild and Scenic" rivers. The threat at that time seemed to be overdelopment of riverside properties. Basically, people building ugly buildings that would detract from the pleasure of boaters. The DNR was given wide latitude to regulate riverside property owners. It has been some 20 years since the last river was "designated" by the DNR.

The DNR has announced that it intends to regulate land use along the Little Manistee River, and has developed a schedule for setting up the rules. Riverside property owners are concerned; they have heard "horror stories" of how bad it has been, for riverside property owners on other DNR-designated rivers (and tributaries). Also, it's been so long since the original law was passed, that things have changed. The question comes up, "Is this really the correct thing to do?"
